Almost every blog post about WhatsApp marketing pricing is wrong, or at least incomplete. Most quote one of three numbers: a Meta rate, a BSP plan price, or a "starts from" headline that ignores per-message cost entirely. Merchants then sign up, run their first campaign, and find their actual bill is two or three times what they expected.
This guide does the maths properly. We break the real cost of WhatsApp marketing in 2026 into the four layers that actually show up on your invoice, give you verified per-message rates by country and category, and run worked examples for stores at three different volumes. By the end you should be able to estimate what WhatsApp will cost you within a 10 percent margin before you talk to a single sales rep.
A note on numbers: WhatsApp pricing changes regularly. The figures here are based on Meta's published rate cards as of early May 2026. Always check Meta's current pricing reference and your provider's specific surcharges for your latest contract.
The four layers that make up your WhatsApp bill
Your monthly WhatsApp bill is the sum of four distinct costs. Confusing them is the most common reason merchants underestimate the channel.
The first layer is the Meta per-message fee. This is what Meta charges for each delivered template message, varying by country and category. Service messages (replies inside the 24-hour customer-initiated window) are free worldwide. Marketing, utility, and authentication templates are billed per send, with utility templates free if delivered inside an open service window.
The second layer is the BSP markup. Most WhatsApp marketing platforms add a markup over Meta's rates, typically between 10 and 25 percent. A few providers (notably 360dialog, YCloud, MessageCentral's WhatsApp Now) pass Meta rates through with no markup. The difference compounds quickly at scale.
The third layer is the platform subscription fee. The monthly cost for using a WhatsApp marketing platform like Galantis, Dondy, WATI, or Zoko. This typically ranges from €30 to €500 per month depending on the tier and the included agent seats.
The fourth layer is the add-ons. Per-agent fees beyond the included seat count. Per-flow or per-chatbot-session fees for automation. Paid Shopify integrations. Green Tick verification. Dedicated account management. These are the line items that turn a "€59 plan" into a €350 monthly invoice.
Meta per-message rates by country, May 2026
Meta categorises every template message into one of four types: marketing, utility, authentication, or service. Pricing differs sharply between them.

Service messages are free in every country, every volume. We will return to this point because it is the single most powerful cost-saving lever most merchants ignore.
Three observations from the table.
First, the US is paused for marketing. Since 1 April 2025, marketing template messages to phone numbers with the +1 country code do not deliver. They fail with an error code. Utility, authentication, and service messages still work. If any meaningful part of your audience has US numbers, your marketing reach is silently lower than your dashboard suggests. Meta has not announced an end date for the pause.
Second, Western Europe is the most expensive market for marketing messages by a significant margin. Sending a marketing template to Germany costs roughly 10 to 13 times what the same message costs to India. Marketing in France is the most expensive of the major markets at €0.1186 per message.
Third, utility and authentication rates are dramatically lower than marketing in every market. Restructuring a flow to send via the utility category instead of marketing typically cuts the per-message cost by 60 to 75 percent.
The MM Lite surcharge most merchants are paying
There is a hidden multiplier on top of Meta's published rates that affects most merchants.
Marketing messages sent through the standard Cloud API endpoint, instead of through Meta's dedicated Marketing Messages Lite API (MM Lite), incur an additional 6 to 7 percent surcharge over Meta's standard rates. The surcharge has been in effect since 1 January 2026.
If your BSP has not yet wired your account to the MM Lite API (and many have not), every marketing send is costing you 6 to 7 percent more than the published rate. On a typical e-commerce account sending 50,000 marketing messages a month at €0.10 average, that is €300 to €350 per month in pure waste, or €3,600 to €4,200 per year, paid to Meta because of an integration choice your provider made.
Beyond the cost, MM Lite also delivers slightly better. Meta's own published A/B test in India across 12 million messages in January 2025 showed up to 9 percent higher delivery rates on MM Lite compared to standard Cloud API. So MM Lite is both cheaper and lands more messages.
How to check: ask your BSP whether your account routes marketing messages through MM Lite or through the standard Cloud API. If the answer is no or "we are working on it," push for a migration date and budget the surcharge into your costs until then.
BSP markups, agent fees, and add-ons
Above the Meta layer sits the BSP layer. There are three pricing models in the market.
The markup model. WATI, Charles, Charm, and many others add a percentage markup on Meta's rates. WATI's markup is typically around 20 percent on marketing messages. On a €0.1131 marketing message to Germany that adds €0.023, bringing the true unit cost to €0.136.
The flat platform fee with no markup. Some BSPs (notably 360dialog, YCloud, MessageCentral) charge a flat monthly platform fee and pass through Meta rates with no markup on messaging. The platform fee can range from €25 to €65 per month for entry tiers. This model favours high-volume senders.
The hybrid Shopify-native model. Dondy, Galantis, and Zoko sit on top of a BSP and add their own pricing structure with Shopify-specific features. Per-message fees vary, but Shopify integration is usually a separate paid add-on at $4.99 per month with WATI and Zoko, included for free with Galantis and Dondy.
Then come the add-ons that drive most of the unexpected bill growth:
Per-agent fees beyond the plan's seat count. WATI Growth includes 3 users with no option to add more. WATI Pro and Business include 5 users. Extra agents on the higher plans typically cost €39 to €89 per month each.
Per-flow or per-chatbot-session fees. Zoko charges $5.99 per custom flow per month. WATI charges per chatbot session above the cap (sessions in packs of 1,000 for around €40 each).
Paid Shopify integration. WATI: $4.99 per month. Zoko: $4.99 per month. This is the integration that enables abandoned cart recovery, order updates, and catalog sync.
Green Tick verification. Around $50 per country, paid to Meta through your BSP.
Dedicated account management. Roughly $200 per month with WATI on enterprise plans.
Worked examples: what three real Shopify stores actually pay
Numbers in isolation are abstract. Here are three stores at different scales, with the maths walked through end to end. These use Germany rates as the benchmark for European stores.
Store A: small, 1,500 orders per month, EU-based
Profile: 1,500 orders per month, average order value €60, primarily DACH market. Active opt-in WhatsApp list of 4,000 contacts. Two campaigns per month, abandoned cart recovery on, order confirmation and shipping updates on.
Monthly message volume: abandoned cart recovery ~700 carts triggered, average 2 marketing messages = 1,400 marketing messages. Order confirmation and shipping (utility, mostly outside service window): 1,500 × 3 = 4,500 utility messages. Two broadcast campaigns: 4,000 × 2 = 8,000 marketing messages. Total: 9,400 marketing + 4,500 utility.
At Germany rates: 9,400 × €0.1131 + 4,500 × €0.0456 = €1,063 + €205 = €1,268 in pure Meta messaging cost.
Add 6 to 7 percent MM Lite surcharge if not yet on MM Lite: +€64 to €74 = ~€1,335. Add a typical mid-tier platform plan: ~€99 per month. Total monthly cost: roughly €1,435. On €90,000 in monthly revenue, that is 1.6 percent of revenue.
Store B: mid-market, 10,000 orders per month, Mexico-based
Profile: 10,000 orders per month, average order value €40, primary market Mexico with Brazil overflow. Active WhatsApp list of 35,000 contacts. Four campaigns per month, full automation suite, COD confirmation flows. Total volume: 150,000 marketing + 52,000 utility.
At Mexico rates: 150,000 × ~€0.028 + 52,000 × ~€0.0094 = €4,200 + €489 = €4,689. Add 6 to 7 percent MM Lite surcharge if applicable: +€252 to €294 = ~€4,970. Add platform plan and three extra agents: ~€199 plan + 3 × €39 = €316 per month. Total monthly cost: roughly €5,290. On €400,000 monthly revenue, that is 1.3 percent of revenue.
Store C: enterprise, 50,000 orders per month, multi-market EU
Profile: 50,000 orders per month, average order value €75, markets across Western Europe. WhatsApp opt-in list of 180,000. Six campaigns per month. Full omnichannel orchestration. Already migrated to MM Lite (no surcharge).
Total: 1,130,000 marketing + ~150,000 billed utility (after service-window optimisation). Blended rate (heavy DE/NL weighting) for marketing: ~€0.11. Calculation: 1,130,000 × €0.11 + 150,000 × €0.045 = €124,300 + €6,750 = €131,050. Add platform fee at enterprise tier: ~€999 per month. Total monthly: roughly €132,000. On €3.75M monthly revenue, that is 3.5 percent.
This is higher percentage than the smaller stores, but enterprise WhatsApp typically drives 15 to 25 percent of revenue at this scale, so the unit economics still work.
How to cut your bill 30 to 60 percent without changing volume
The same volume of customer engagement can be delivered at sharply different costs depending on three structural choices.
Use the right message category. A shipping confirmation labelled as marketing costs €0.1131 in Germany. The same shipping confirmation as utility costs €0.0456. That is a 60 percent saving for relabelling. Meta will sometimes auto-recategorise utility templates to marketing if the content reads promotional, but the principle holds: every utility-eligible message you send as marketing is money lit on fire.
Trigger customer-initiated windows. Service messages and utility templates inside the 24-hour customer service window are free. Welcome flows and post-purchase nurture sequences that include a question prompting a customer reply (which opens the service window) reduce the cost of follow-up messages to zero for the next 24 hours.
Use Click-to-WhatsApp Ads for acquisition. A CTWA click opens a 72-hour free entry-point window during which all messages including marketing templates are free.
Migrate to the Marketing Messages Lite API. The 6 to 7 percent surcharge is structural waste.
Pick a no-markup BSP if you send high marketing volume. At €100,000+ per month in messaging, the difference between a 20 percent markup and 0 percent markup is €20,000.

Are service messages really free in 2026 with no exceptions?
Yes. Service messages, defined as replies sent inside the 24-hour customer service window opened by a customer-initiated message, remain free worldwide on the WhatsApp Business Platform. Service conversations have been free for all businesses since 1 November 2024.
Why do utility messages sometimes cost €0?
Utility templates sent inside an open 24-hour customer service window are free as of 1 July 2025. Outside the service window, utility templates are billed per delivered message at the utility rate.
Can I send marketing to US phone numbers?
Not currently. Meta paused marketing template delivery to +1 numbers on 1 April 2025. Utility and authentication templates still deliver to US numbers.

Email is roughly 10 to 50 times cheaper per send. WhatsApp's economics work because of conversion, not cost.
